E-bike subsidy scheme terms and conditions

Using your voucher

  • The voucher can only be redeemed at one of the participating retailers listed.

  • The voucher amount will be deducted from the cost of your chosen e-bike at the point of sale.

  • You must pay any remaining balance directly to the retailer.

  • The voucher cannot be exchanged for cash, refunded, transferred to another person, or used more than once.

  • Only one voucher per eligible applicant is permitted.

  • The voucher must be redeemed in a single transaction.

  • The voucher is valid for three months from the date of issue and cannot be used after the expiry date.

Eligibility criteria

The voucher can only be redeemed by the person the voucher is intended for, with the recipient required to show photo identification at the time of using the voucher.

The recipient must be a resident of Greater Manchester

The recipient must be over the age of 16.

Eligible purchases

  • You may purchase a brand new or second-hand pedal assist e-bike, including those with removable or integrated batteries.

  • E-cargo and adaptive bikes are eligible for this subsidy.

  • You must also use the voucher towards the cost of a diamond rated lock, unless you already own one (see below). If you do not evidence ownership of a suitable lock this may invalidate your voucher and you will not be able to progress with the sale.

The voucher cannot be used for:

  • Conversion kits

  • Fully throttle controlled e-bikes (unless throttle works only up to 6 km/h “walk assist”)

  • Any accessories other than a helmet or diamond rated lock

  • Servicing, maintenance, or additional parts beyond what is specified

What to bring with you to the shop

  • If you already own a diamond rated lock, please bring it to the retailer when redeeming your voucher.

  • The retailer will confirm that this meets the required standard before completing the sale.

  • You must bring valid photo identification showing the same name as on your voucher.

  • Please show this voucher to the retailer either on your phone or as a printed copy.

Combining discounts

  • Retailers may apply additional instore discounts at their discretion.

Returns, exchanges and warranty

  • Any returns or exchanges follow the store’s own policy.

  • The voucher value cannot be reinstated or reused if you return your bike.

  • The voucher amount cannot be refunded in cash under any circumstances.

  • Warranty may be provided by the retailer or manufacturer, please check details with them when purchasing.

Ownership and responsibilities

  • By using the voucher, you agree not to sell the e-bike within the first 12 months of ownership. This will be monitored in follow up evaluation.

  • TfGM remails the right to withdraw or cancel a voucher where misuse or fraud is suspected.

  • TfGM is not responsible for the e-bike at any point. This includes theft, loss, damage, faults or defects.

  • We strongly recommend that you insure your e-bike to protect it against theft and accidental damage.

Storage and charging safety

  • You confirm that you have a safe and suitable place at home to securely store and charge your e-bike.

  • TfGM’s role is limited to providing the e

    bike subsidy only and does not extend to responsibility for any e

    bike purchased using the Voucher.

  • For safety:

Only use the manufacturer approved charger supplied with your bike.

Do not charge your e-bike overnight.

Keep soft furnishings away from the bike while charging.

Never modify your e-bike or battery.

  • For more detailed guidance, refer to the Fire Industry Association’s advice on safe charging.

Cycling confidence and training

  • By redeeming this voucher, you confirm that you can ride an e-bike safely and confidently.

  • If you would like to improve your skills, TfGM offers free group and 1to1 cycle training, including: Beginner courses, Confidence building and Riding on quiet or busier roads.

  • Information and booking details are available on the TfGM website.

Try before you buy

  • Greater Manchester residents aged 16+ can borrow an e-bike free for up to four weeks through our partnership with Cycling UK.

  • This is a great way to test an e-bike and build confidence before committing to a purchase.

Keeping in Touch

  • TfGM will contact you approximately three months after your purchase to complete a short feedback and evaluation survey about your experience.

  • Your data will be processed in line with GDPR and

    TfGM’s privacy policy

    and will only be used for administering the scheme and evaluating its impact.

Appendix 1:

Definitions

For the purposes of these Terms and Conditions, the following definitions apply:

“TfGM”

Refers to Transport for Greater Manchester, the transport authority responsible for delivering the E‑bike Subsidy Pilot and administering all aspects of the scheme, including assessing eligibility, issuing vouchers and collecting monitoring data.

“The Scheme” / “E-bike Subsidy Scheme”

Refers to TfGM’s pilot programme offering financial support to eligible Greater Manchester residents to help purchase an e-bike, including the voucher, redemption process, and all participant responsibilities described in these Terms and Conditions.

“Voucher” / “E-bike Subsidy Voucher”

Refers to the financial contribution provided by TfGM, issued with a unique voucher number and expiry date. The voucher:

  • Must be redeemed in person

  • Can only be used at participating retailers

  • Has no cash value and is non-transferable

  • Must be used within the stated validity period

  • Must be used towards an eligible e-bike and required safety equipment

“Eligible Applicant” / “Participant”

Refers to an individual resident of Greater Manchester:

  • Aged 16 or over

  • Who has completed the application survey

  • Has been assessed by TfGM as meeting the criteria for the scheme

  • Has been issued with a voucher in their name

  • Agrees to these Terms and Conditions

The voucher is strictly for the named participant only.

“Participating Retailer” / “Approved Retailer”

Refers to any of the bike shops formally appointed by TfGM to accept the voucher for the purchase of an approved e-bike and eligible accessories. The current list of participating retailers is provided to the participant and may be updated by TfGM.

“E-bike” / “Pedal Assist E-bike”

Refers to an electrically assisted pedal cycle (EAPC) that meets UK legal requirements, including:

  • A motor that only provides assistance when the rider is pedalling

  • Power assistance limited to 15.5mph (25km/h)

  • Maximum continuous rated motor power of 250W

This includes:

  • New or second-hand pedal-assist e-bikes

  • E-cargo bikes and adaptive bikes that meet EAPC regulations

This does not include:

  • Conversion kits

  • Fully throttle controlled e-bikes (except those with walk assist up to 6 km/h)

  • E-bikes requiring registration as mopeds

“Diamond Rated Lock”

Refers to a bicycle lock certified to Sold Secure Diamond standard, intended to reduce the risk of theft. Participants must either already own one or purchase one as part of redeeming their voucher.

“Helmet” / “Cycle Helmet”

Refers to a bicycle helmet meeting recognised safety standards (e.g. CE or UKCA certification).

“Redemption” / “Redeem the Voucher”

Refers to the act of visiting a participating retailer in person, presenting the voucher and valid photo ID, and completing a purchase of an eligible e-bike and required safety equipment within the voucher’s validity period.

“Expiry Date”

Refers to the date printed on the voucher. Vouchers cannot be used after this date under any circumstances.

“Charging and Storage Requirements”

Refers to the safety requirements for storing and charging an e-bike battery, including having a safe space and charging only with the manufacturer’s supplied charger.
