Owning an e-bike can transform how you travel, making it easier to get to work, attend appointments, explore your local area, and enjoy Greater Manchester in a whole new way.
To support more people to experience the freedom and joy of cycling, we’re offering vouchers worth £300 to £1,000 to eligible Greater Manchester residents to help with the cost of buying an e-bike. This will be on a first come, first served basis.
You’ll be able to use your voucher at selected bike shops across Greater Manchester.

Why choose an e-bike?
E-bikes make travelling around hilly areas and carrying shopping much easier, and are brilliant if you have limited mobility, or if you’re simply a less confident cyclist.
They are also a great option to replace the car for shorter journeys and, once you have the e-bike, it’s much cheaper and easier than owning a car.
E-bikes are very similar to a regular cycle with the addition of a motor to assist your progress up to around 15.5mph and you can ride an e-bike anywhere you’d ride a normal bike: on the road, on a cycle path or shared-use path, or on a bridleway or byway.

What is buy an e-bike subsidy?
Buy an e-bike is a scheme funded by Active Travel England that offers people the chance to purchase their own electric bicycles with the help of TfGM. The scheme is open to residents of Greater Manchester who are over the age of 16. Anyone can apply!
However, TfGM will measure eligibility on a case-by-case basis, with the focus being on increasing access to e-bikes for groups who face more barriers to owning an e-bike or more barriers to cycling. Higher voucher amounts will be offered to those with a greater need.
Am I eligible?
The ‘Buy an e-bike’ subsidy is designed to widen access to cycling by supporting people who may face greater barriers to owning or using an e-bike. While anyone aged 16+ living in Greater Manchester can apply, eligibility is assessed on a case by case basis, with priority given to individuals and communities who are underrepresented in cycling or who experience financial or practical barriers. This includes, but is not limited to:
People living in areas of higher deprivation
Ethnic minority communities
LGBTQIA+ people
Women and gender diverse people
Individuals with lower incomes or limited access to affordable transport
People who may traditionally be less visible or less represented in cycling
The scheme actively aims to increase access to e-bikes for those who stand to benefit the most. Higher value vouchers may be offered to applicants with greater need, helping to reduce cost barriers and support more people to begin or sustain cycling.

You can apply for a voucher towards the price of your e-bike by filling out our survey.
I have completed the survey, what next?
TfGM will review your responses and aim to respond within 10 working days to confirm whether you are eligible and confirm the voucher amount. If eligible, you will receive your voucher via email. From the date that you receive the voucher, you will have three months to redeem your voucher at one of the participating bike shops across Greater Manchester.
I’ve never ridden an e-bike before and would like to try one out first, is this possible?
TfGM’s ‘Borrow an e-bike’ scheme allows any GM resident over the age of 16 to participate in taster sessions and one-month loans for free. The taster sessions and one-month e-bike loans are available from our e-hubs located at Stretford Public Hall and the Community Hub in Stockport. Dates are released every month, so it is worth checking out our booking website regularly for new availability. More information can be found on our ‘Borrow an e-bike’ page.
What type of e-bike can I buy?
This voucher allows you to purchase second-hand or brand-new pedal assist e-bikes of different varieties, with either removeable or integrated batteries. There are a range of e-bikes available in the participating stores from a variety of manufacturers.
The subsidy voucher does not cover the purchase of a conversion kit and cannot be used to purchase a fully throttle-controlled e-bike because these are not allowed on public roads unless the e-bike is registered as a moped and you have insurance, tax, and a licence. E-bikes with throttles are allowed if the throttle works up to 6 km/h (walk assist) and pedalling is required beyond that. Check with your chosen retailer for advice on the right type and the right size of e-bike for you. Some retailers may not have their full range in store but are able to order e-bikes in upon request.
Can I purchase an e-cargo bike?
Yes, the voucher can be used towards the purchase of an e-cargo bike.
The e-bike subsidy can be used towards the purchase price of the e-bike/e-cargo bike/adaptive e-bike itself, a helmet and a diamond rated lock only.
Can I use the voucher alongside Cycle to Work schemes?
Yes, you can use your TfGM e-bike subsidy voucher alongside a Cycle to Work scheme, as long as your chosen retailer supports both and is able to process them together. We recommend checking with the retailer in advance, as processes may vary.
How do I know which size of e-bike I will need?
Staff at your chosen bike store will help you to find which size and type of e-bike is most suitable for you.

Do I need a helmet and lock? How do I get these?
Yes, by accepting the voucher from TfGM, you agree to purchasing a diamond rated lock, if these are not already owned.
If you do already own a lock, please take these along to your chosen store when purchasing your e-bike, and present them to the member of staff along with your ID and voucher.
We recommend you use the voucher to also buy a helmet for safety purposes.
Can I buy more than one e-bike?
The scheme is limited to one e-bike purchase per voucher. The voucher must be redeemed by the person named on the voucher. Once owned, friends or family members may use your e-bike at your discretion.
Please note that children’s cycles are not provided as part of the programme and that you must be 16 or above to be eligible for the voucher.
Do I need to collect the e-bike in person or is it delivered?
You must attend the store in person to redeem your voucher. If the e-bike and accessories (bike lock, helmet, charger, etc.) are not in stock when you visit the store, they may be ordered into store or delivered direct to your home. This is dependent on the individual store so please check with your chosen retailer.
What do I need to bring with me to the store when I purchase my e-bike?
To purchase your e-bike, you will need to provide a photo ID and your voucher from TfGM either printed or shown to the retailer on your email. Using the voucher confirms you agree to the terms and conditions.
If you already own a helmet and diamond rated lock, please bring these along with you to show the retailer.
Do you offer any support or training?
You must be able to cycle independently. When you purchase your e-bike they will show you how to use the e-bike controls in store.
TfGM also offer free group and 1-2-1 cycle skills training to help you progress your riding so you can get more from your e-bike.
What if I want to return the e-bike?
The e-bike and accessories may be returned as per the policy of your chosen retailer; however, the cost of the voucher will not be refunded in cash, and the voucher will no longer be valid.
How do I manage the battery and charger?
Guidance will be provided by the store when you purchase the e-bike.
Am I covered in case the e-bike is stolen or damaged?
TfGM are not responsible for ownership of the bike in any instance, and have no liability in the event of theft, loss, damage or faults.
Your chosen retailer may offer a period of warranty on the e-bike, and you should clarify this with them upon purchase.
How do I keep the e-bike secure?
As stated in the terms and conditions, you must purchase a diamond rated lock alongside your new e-bike. The lock should always be used to secure the e-bike to a fixed, immovable object when left unattended, and wherever possible the e-bike should be stored indoors.
We also strongly recommend insuring your e-bike, as this provides extra protection in the event of theft or accidental damage. Many home insurance policies offer addon cover for bikes, or you can choose specialist cycle insurance through independent providers, as this provides extra protection in the event of theft or accidental damage.
E-bike fire safety and advice
Following widespread reporting in the media, we understand many people have concerns about electric cycles causing fires.
The ‘Buy an e-bike’ scheme works with recommended retailers participating in the scheme, who carry out stringent safety tests on e-bike batteries and chargers before they become available to the public.
Cases of e-bike chargers from certified manufacturers causing a fire are very rare, and to date, Cycling UK has had no reports of this happening to the e-bikes we offer through the scheme.
Reportedly issues usually arise when e-bikes are tampered with or e-bike adaptation kits of dubious quality bought online from overseas suppliers are fitted, with fires happening when charging.
We would always advise people not to change the factory settings of their e-bike and only to use adaptation kits if purchased from a reputable vendor and fitted by a competent bike mechanic. Additionally, we would advise not to leave your e-bike charging overnight, and when charging to keep soft furnishings away and only use the charger provided by the original manufacturer.
